1. Rappel émergence Plateforme pour l’Education des adultes

La PAALAE (Pan African Association for Literacy and Adult Education) comme son ancêtre AALAE a fait de l’unité des éducateurs africains sa raison d’être.
Ainsi, elle a pu abriter à Dakar la rencontre qui devait aboutir à la création de la plateforme africaine pour l’éducation des adultes qui a réuni la PAALAE, ANCEFA, FEMNET et PAMOJA grâce au soutien de l’ICAE et de la DVV (Association Allemande pour l’Education des Adultes).
Ce fut une occasion d’assurer une synergie en matière de plaidoyer pour le droit à l’éducation, le suivi sur les politiques éducatives, EPT, OMD, la préparation de la contribution de la société civile africaine aux conférences régionales (2008 à Naïrobi) et internationales sur l’Education des Adultes (Belém 2009).
En février 2010, la plateforme a tenu une AG à Adis Abéba (Ethiopie) et une évaluation des progrès et difficultés fut faite. Des résolutions furent prises pour une grande efficience. Malheureusement le secrétariat basé à Bamako au Mali avec le soutien de la DVV n’a pas pu continuer faute de moyens : le coordonnateur ayant démissionné, son adjoint n’a pas pu poursuivre l’action.
La PAALAE en la personne de Ibu Faal, a essayé d’aider la coordination intérimaire.
Puis on s’est positionné en direction d’ANCEFA dont le siège à Dakar pouvait faciliter la synergie.
C’est ainsi qu’on a pu accueillir les éducateurs d’adultes au FSM 2011à Dakar), participé à l’AG de l’ICAE à Malmö en Suède en 2011. A cette AG la PAALAE compte tenu de l’absence de la personne qu’elle voulait proposer (Rashid Aderinoya) pour la représentation Afrique au sein d’ICAE.
Par la suite Gorgui Sow a démissionné d’ANCEFA et du CA d’ICAE.
Depuis les confirmations par ICAE nous parviennent directement du siège d’ICAE.
Il faut souligner que nous avons essayé de nous acquitter de nos obligations financières, de participer aux séminaires virtuels, d’échanger avec les collègues du CA (le Président à Dakar lors d’une rencontre post 2015) ou des autres régions : ASBAE (lors de son 50e anniversaire et lors de la Conférence Internationale sur l’Education et le Développement Durable à Nagoya, novembre 2014), Amérique Latine (lors de la rencontre IEPALA, Badajos en Espagne, novembre 2014).
Compte tenu de la situation nous proposons qu’une organisation comme FEMNET prenne le relais de la coordination d’ici la prochaine AG d’ICAE avec le soutien des autres membres dont la PAALAE.

Platform emergence Reminder for Adult Education
PAALAE (Pan African Association for Literacy and Adult Education), as its ancestor AALAE, has made the African educators united its objective.
Thus, it managed to host the meeting in Dakar that led to the creation of the African Platform for Adult Education that gathered PAALAE ANCEFA, FEMNET PAMOJA and with the ICAE and DVV help (Association German for the Education of Adults).
It was an opportunity to ensure synergy in advocacy for the right to education, follow-up on educational policies, EFA, MDGs, the preparation of the contribution of African civil society in regional conferences (2008 in Nairobi) and international on Adult Education (Belém 2009).
In February 2010, the platform held an AG in Addis Ababa (Ethiopia) and an assessment of progress and challenges was made. Resolutions were taken to great efficiency. Unfortunately the secretariat based in Bamako, Mali, with the DVV help could not continue because of the lack of resources: the coordinator resigned, his deputy could not continue the action.
PAALAE in the person of IbuFaal tried to help the interim coordination.
Then we moved towards ANCEFA whom headquartered in Dakar could facilitate synergy.
Thus we tried and accommodated adult educators in the WSF 2011 in Dakar), participated in the AG ICAE in Malmö, Sweden in 2011. At that AG PAALAE given the absence of the person it wanted to offer (Rashid Aderinoya) for the African representation in ICAE.
Subsequently Gorgui Sow resigned from ANCEFA and AC ICAE.
From then, the confirmations of ICAE are received directly from ICAE Bureau.
Note that we have tried to fulfill our financial obligations, participate in virtual seminars, exchange with colleagues CA (President in Dakar at a meeting post 2015) or other regions ASBAE (during its 50th anniversary and at the International Conference on Education and Sustainable Development in Nagoya, November 2014), Latin America (at the IEPALA meeting Badajoz in Spain, November 2014).
Given the situation we propose that an organization like FEMNET takes over the coordination by the next AG ICAE with the help of other members in which PAALAE.
